MORE people renovating or building new homes will be able to get development application approval in only 10 days, with the government planning to extend its controversial complying development provisions to another 200,000 eligible properties in Sydney over the next 12 months.

The Department of Planning will expand complying development codes to houses in rural areas, and to types of commercial and industrial development yet to be identified.

The codes allow for fast approvals where projects meet pre-set planning standards, but has only applied to properties over 450 square metres.

Local councils greeted the introduction of complying development codes last year angrily, saying they would remove accountability for new developments; however, only 11 per cent of DAs have been handled under the codes in their first year of operation.

Other Department of Planning imperatives to speed up new housing supply have had mixed success, with the budget papers revealing that the number of new dwellings fell short of the state plan forecast by 15 per cent, with 20,924 new dwellings built in Sydney and on the Central Coast in 2009-10.

However, the creation of councils' new local environment plans exceeded expectations in the past year, with 21 plans gazetted compared with only eight forecast.
